BUILDING CAPACITY BENEATH THE ROAD: Rayneau Advances Northern Water Pipeline Upgrade

Major infrastructure works are now underway along Saint Lucia’s busy northern corridor as the Water and Sewerage Company Inc. (WASCO) advances another important phase of its Northern Water Supply Rehabilitation Programme.

The works, which commenced around August 25, 2026, involve the replacement and extension of a major transmission pipeline between the Bonnne Tierre Bridge area and the Gros Islet Junction. The project is being executed by contractor Rayneau Gajadhar, with construction teams, heavy equipment and support crews already mobilised along the route.

For residents, businesses and institutions across northern Saint Lucia that have experienced low water pressure and interruptions in supply, the project represents an important investment in the capacity of the water distribution network.

Extending the 20-Inch Main

Speaking with Choice News about the commencement of the project, Gajadhar explained that the current works are essentially a continuation of infrastructure that had already been installed farther along the northern network.

“We started off the Northern pipeline project, which is the extension of what had started. So from the Bonne Tierre Bridge is where that work starts, and it will be ending at the Gros Islet Junction.”

At the heart of the project is a significant increase in pipeline capacity.

According to Gajadhar, a 20-inch transmission line had previously been installed but connected into an existing 14-inch main. The current project will extend the larger pipeline farther along the corridor, giving the system the ability to transport a greater volume of water.

“Basically what this is, is the continuation of a 20-inch line that was installed, but connected to the 14-inch main line along here. But for them to get more volume of water, they're increasing it to the 20 all the way up.”

More Capacity — But Not More Water by Itself

An important point made during the update was that the new pipeline should not be confused with the separate question of water production or overall availability.

Gajadhar explained that the project is primarily about improving the system’s ability to move water. If other factors are limiting the amount of water entering the system, a larger pipe alone cannot solve those problems.

“The lack of water has nothing to do with pipes that we put in. Whatever other problems that exist is the reasons why they have no water.”

What the new infrastructure can do, however, is enable substantially greater volumes of water to be transmitted through the northern network whenever adequate supply is available.

“When the pipeline goes in, in terms of volume, the volume is going to increase significantly.”

That distinction is important when considering how water infrastructure works.

A water supply system is not only dependent on the amount of water produced. It must also have pipes large enough to transport that water efficiently to the communities that need it. Older or undersized mains can become bottlenecks, particularly in areas that have experienced rapid residential, commercial and tourism development.

Extending the 20-inch pipeline therefore addresses an important physical limitation within the northern distribution network.

A Four-Month Construction Programme

The project is being carried out on a relatively tight schedule, with approximately four months allocated for the works.

Gajadhar indicated that installation of the main pipeline is expected to move quickly, particularly because several pieces of heavy equipment are being deployed simultaneously.

“This project is a four-month project. The main pipes are going to go in fast, so a lot of the mess will be cleaned up quickly.”

Laying the main pipe, however, is only one part of the job.

Connections, valve boxes and other supporting infrastructure require more detailed work and are expected to take additional time.

“What's going to take time is the connections. The valve boxes are going to take a long time.”

These components may attract less attention than the large pipes visible at the construction site, but they are critical to the operation, control, isolation and future maintenance of the water network.

Beausejour Expected to Be the Most Challenging Section

Motorists travelling through the northern corridor should also expect periods of inconvenience as the works progress.

According to Gajadhar, one of the more challenging sections will be around the Beausejour Junction, opposite the gas station, where construction will move farther into the roadway.

“When we get into the Beausejour Junction opposite the gas station, that is going to take a much longer time because we are coming into the road, and that is where we're going to see most of the inconvenience to motorists.”

Traffic management will therefore become particularly important as work reaches that section.

Excavation, heavy machinery, temporary diversions and reduced road space are unavoidable features of major underground infrastructure projects. Motorists are encouraged to exercise caution, observe traffic control measures and cooperate with crews working along the route.

Motorist Reminder:
Slow down when approaching work zones, follow traffic-control personnel, watch for heavy equipment and allow additional travel time where necessary.

Mobilising Resources to Get the Job Done

Rayneau’s approach has been to deploy significant equipment and manpower in an effort to keep the project moving and reduce the length of time that communities and motorists are affected.

Gajadhar noted that several pieces of equipment are working simultaneously and that crews are also operating later into the day.

“As you can see, we have a lot of equipment working at the same time, and that is just for us to expedite the project. We are also working late as well to see how soon we could alleviate the problem that it's causing.”

This highlights one of the realities of major infrastructure construction: successful execution involves more than simply installing the required materials. Contractors must also balance productivity, safety, traffic management and the everyday needs of surrounding communities.

A Word of Thanks to the Public

Gajadhar also acknowledged the cooperation received from residents and motorists since the commencement of the works.

“Generally, on my jobs, I have not had a problem with the public. I think they've been very cooperative, working with us.”

He added:

“All I have to say is thank you to them all for all the continued support while we are working.”

That cooperation will become even more important as works move through heavily travelled portions of the northern corridor.

Building Infrastructure for Tomorrow

Much of the infrastructure supporting everyday life exists beneath our feet and often receives little attention until there is a problem.

Water mains, valves, drainage systems, electrical networks and communications infrastructure may remain largely invisible, but they form the backbone of growing communities.

Northern Saint Lucia has experienced considerable residential, commercial and tourism development over the years. As communities expand, the infrastructure serving them must also evolve to meet increasing demand.

The Northern Water Supply Rehabilitation Programme is therefore about more than replacing a pipe.

It is about increasing the capacity of a critical national system and preparing that system to better serve the communities that depend upon it.

Temporary inconvenience will accompany the construction process, particularly as the project reaches more congested sections of the route. But beneath the excavated roadway, a larger and stronger transmission network is steadily taking shape.

When the final connections are completed and the roadway is restored, much of that work will once again disappear from public view.

Its impact, however, should continue to be felt whenever water moves through the upgraded 20-inch main towards the communities of northern Saint Lucia.
