RAYNEAU GROUP OF COMPANIES EXTENDS HAPPY 43rd INDEPENDENCE ANNIVERSARY TO THE GOVERNMENT AND PEOPLE OF SAINT LUCIA

Saint Lucia is going to celebrate its 43rd Independence Day day after tomorrow, February 22, 2022, under the theme "Douvan Ansanm: Celebrating Our People." That day, 43 years ago, was a significant milestone for us. It marked the severing of the colonial umbilical cord and the commencement of a journey of self-discovery, a journey of growth and transformation.

Despite the growing pains that attend every such journey, we have come a long way since then. We have achieved much. We still have a stable democracy; we have built significant institutional strength in our judiciary, our parliament, and in our public and private sectors, and the quality of life for our citizenry has changed considerably since then.

In the developmental history of countries though, 43 years is a relatively short time, and we would be the first to admit that we still have a long way to go. A national anthem, a national flag, and a Coat of Arms are mere symbols of our independence, in and of themselves; they do not make us independent.


True independence comes when we all accept that every right and freedom carries with it an inherent responsibility. The freedom to govern ourselves carries with it a grave responsibility not only for politicians but for every single citizen. It is a responsibility that is not only exercised once every five years but every day of our lives.

It is our responsibility to be a good citizen, to contribute to the country's development in whatever way we can, with whatever resources we possess; to obey the just laws of the land; and to raise our families in such a way that there is great respect for the other, irrespective of gender, class, colour, creed, or political affiliation.

The pandemic has hit to a loss of human life globally and gives an unusual hurdle to people's wellness, practices, and business. Mr. Rayneau Gajadhar, CEO of Rayneau Group of Companies (RGC) Ltd, says Now is the time for unity and togetherness to fight the virus."

While wishing every citizen a Happy Independence Day 2022, Mr. Gajadhar believes "Saint Lucia is a beautiful country and that our value system is our strength, and our resolve comes from the fact that, no matter what, we manage to rise after every tragedy." 

In this regard, our Team Leader expresses grief at the lives lost in the battle against the COVID-19 pandemic.

Although our celebrations will have a different look and feel about them from previous years, what will not, and has not, changed is the spirit for which we celebrate. As in other times in our nation’s history, we have been faced with challenging times, and we have come together united as one nation to overcome this.

We are at a juncture at age 43 where we could either continue to beat up on and blame each other or put our collective shoulders to the wheel and press ahead. We certainly cannot change the past, but together we can shape a new future. All of us, every single citizen, must be prepared to do his or her part, to share in the sacrifices and shoulder the burdens, if we are to make the next 43 our best years yet.

Also while we are celebrating, let us please remember that our first responders, health care workers, and lawmen/women will be working - separated from their families -  helping to keep us safe. We owe it to them, as well as each other, to practice social distancing, wash our hands frequently and wear facial coverings when deemed necessary or required.

As the nation prepares to celebrate our 43rd birthday, The Rayneau Team is confident that we possess the resilience, and the reason to make it if we all try a little harder.

RECONSTRUCTION OF THE VANARD (VENUS) TO ANSE-LA-RAYE LINK ROAD TO COMMENCE SOON.

At a ceremony held at the Financial Center at Pointe Seraphine on Wednesday, February 16, 2022 officials from Construction and Industrial Equipment (CIE) Ltd and the Government of St Lucia met to sign a contract that was awarded to the former for the Reconstruction of the Vanard (Venus) to Anse La Raye Link Road. 

From a field of seven construction companies who bided on the Disaster Vulnerability Reduction Project, Construction and Industrial Equipment (CIE) Ltd won the bidding process. This was published on the European Union website as “Publication of the  Award of Contract” on September 6th, 2021.

The other bidders were:

  1. Cyril Dornelly Construction Company Ltd
  2. Fresh Start Construction Company Ltd
  3. OB Sadoo Engineering Services Limited & C.O Williams Construction (St. Lucia) Ltd JV
  4. Skelly Construction Services Limited
  5. Trinidad Contractors Ltd
  6. Municipal Enterprises Ltd

For many years the Vanard (Venus) to Anse La Raye link road has provided alternate and important access for commuters between the communities of Millet and Anse La Raye. After Hurricane Tomas in 2010 and the Christmas Eve Trough of 2013, the roadway, although still motorable, is compromised and in need of structural rehabilitation

The works on the Vanard (Venus) to Anse La Raye Link Road (SLU-DVRP-VAB-RFB-RDS-01-21) will consist of:

  • Earthworks and site clearance
  • Paving works
  • Drainage works and culverts
  • Gabion baskets
  • Concrete works
  • Retaining walls and slope stabilization


The project was made available through the cooperation between the European Union (EU) through the European External Action Service (EEAS) and the Government of Saint Lucia through the Ministry of Foreign Affairs.

A key aspect of the work of the EEAS is its ability to work closely with the foreign and defense ministries of the member states of the EU and the other EU institutions such as the European Commission, Council, defense, and Parliament. They also programme development cooperation through projects and grants. 

The duration of the 8.7kilometers of roadworks is expected to last twelve (12) months. CIE looks forward to providing the residents of Vanard (Venus) and Anse la Raye with of  the highest quality of workmanship.

WORK PROGRESSING SMOOTHLY ON THE LA GUERRE AND VIDE BOUTEILLE SCHOOLS ~ CIE ARCHITECT

From the sod turning ceremony for the construction of the La Guerre and Vide Bouteille Primary Schools on June 10 and 21, 2021 respectively, to present day, sites activities at both projects are “progressing smoothly and on schedule.” So says Construction and Industrial Equipment (CIE) Ltd architect, Jeffrey Mckie.

Reporting on the La Guerre School project, Jeffrey went at length to give an update f the works thus far. He said, "With the Basement, Ground floor and First floor slabs completed, work continues on the Second floor with the erection of formwork and placing of reinforcement steel bars for the slab, beams and columns."

He continued, "All pipe works and conduits for plumbing, electrical and other services are also being installed."

Jeffrey went on to say that approximately 90% of all retaining walls have been completed with the remaining to be casted within the coming days.

The new La Guerre Primary school building will comprise a basement, ground floor and a top floor. The top floor will house four classrooms, a library/IT laboratory, and a music room. The ground floor will house four classrooms, a sick bay, the staff room and the Principals office. The basement will house an open breezeway, male and female washroom facilities, and a janitorial storage area

As for the Vide Bouteille Primary School project Jeffery says that construction activities continues to progress smoothly and on schedule.

Jeffrey went on to say, "With the structural components of the Ground floor and First floor completed focus is now on the Second floor slab.  This includes the erection of formwork for the floor slab and the placing of reinforcements steel bars for slab, columns and beams, followed by the installation of conduits and pipes for services including electrical, plumbing and fire safety."

The Vide Bouteille Primary School Project will include an external area, open breezeway, parking lot area (including drainage) for staff and visitors' vehicles connecting to the existing roadway, wheelchair and pedestrian accesses to building, septic system, and rainwater harvesting system.

CIE is pleased to be partnering with EQUIP, the Ministry of Education (MOE) and by extension the Government of St Lucia on these projects. RAYNEAU GROUP OF COMPANIES MEETS ALL REQUIREMENTS FOR RICHMOND QUARRY PROJECT

Rayneau Group of Companies (RGC) Ltd has received final permission from the St Vincent Planning Authorities to proceed with their operation for a stone quarry in Richmond, St Vincent. Heavy equipment has begun to clear lands to enable access to the area where the quarry will be sited.

It is reported that there had been an earlier proposal for a quarry at Richmond from some French people which didn’t get very far. There had already been environmental impact studies, and as a result RGC was given the green light for the project.

 According to Minister of Agriculture, Saboto Caesar, the investors (Rayneau Group of Companies Ltd) have met all legal requirements. "The report from the Environmental Impact Assessment Study could be accessed from the Ministry of Agriculture." He said.

 Desperately wanting to know about the investor coming into his constituency, Minister of Tourism and area representative Carlos James paid his own way to St Lucia to see firsthand the operations of RG Quarry and by extension Rayneau Group of Companies.

Prime Minister Ralph Gonsalves on a NBC radio show remarked, “We need very badly, this particular quarry because a lot of the capital projects are being held up because we don’t have the material for construction of roads, and big capital projects and also housing...".

However a few North Leeward residents are unhappy with the late disclosure on the stone quarry. The residents whose livelihoods will be adversely affected, say they are in full support of the project; but they were equally dissatisfied at the manner in which it was thrust upon them.

As a result Government officials, including Minister of Agriculture Saboto Caesar and Minister of Tourism and area representative Carlos James, met with farmers and residents of Chateaubelair and FitzHughes. Also present at the meeting was Richard Branch, representing Rayneau Group of Companies Ltd, other government officials and representatives from the Medicinal Cannabis Authority.

Around 50 residents of Chateaubelair and Fitz Hughes turned up at the Chateaubelair Government School to receive information and air their grievances about the quarry which will be operated by Rayneau Gajadhar, CEO of the Rayneau Group of Companies. 

Taking into consideration the residents' concern, the PM issued this statement. “Naturally, people will get compensation for their crops; there is no question about that. But it would be good to see if we can get alternative locations in respect of any lands”

Mr Rayneau Gajadhar, CEO of Rayneau Group of Companies (RGC) Ltd has given the assurances in a number of areas such as the construction of a pier with changes to the original design to accommodate pleasure craft and fishing vessels.

Richmond is situated on the Northwest coast of St Vincent at the foothills of the La Soufriere volcano. Rayneau Group of Companies has been granted a Thirty-Year mining license and the quarry is expected to start operations within six to twelve months.
