CASTRIES CANNOT PAVE ITS WAY OUT OF FLOODIN: WHY DRAINAGE MUST COME FIRST
Every time heavy rain falls over Castries, the same question returns: why does the city flood so easily?
Many people look at the road surface and say, “Fix the road.” Others say, “Pave it properly.” But the truth is, Castries cannot simply pave its way out of flooding. A smooth road may look good after the roller passes, but if the drainage system underneath and around that road is weak, blocked, undersized, poorly mapped, or badly maintained, water will eventually expose the problem.
In construction, water is one of the most powerful forces we deal with. It does not ask permission. It follows gravity. It finds weakness. It enters cracks, undermines road bases, erodes shoulders, floods low-lying areas, and damages buildings. That is why drainage must come first.
A timely national conversation
The Government of Saint Lucia has recently moved to prepare a Castries Urban Stormwater Management Plan under the Saint Lucia Urban Resilient Flood Investment Project. The project is aimed at financing flood-mitigation investments in Castries and Anse La Raye, two areas where flooding can affect homes, businesses, roads, public services and livelihoods.
The wider World Bank-supported project was approved to reduce flood risk in some of Saint Lucia’s vulnerable communities and is expected to benefit nearly 67,000 Saint Lucians. Its focus on Castries and Anse La Raye speaks clearly to the challenge facing many Caribbean communities: heavy rainfall is not new, but climate pressure, urban growth, blocked drains, poor land use and aging infrastructure are making flood impacts more serious.
This is why the issue should not be treated as a government matter alone. It is a construction issue. It is a business issue. It is a homeowner issue. It is a public-safety issue. And it is a maintenance issue.
The real problem is often below the surface
When a road is newly paved, most people notice the black surface, the clean edges and the smoother drive. But the life of that road depends heavily on what people do not see.
Below and beside the surface, there must be a properly prepared road base, compacted material, adequate slopes, functioning drains, strong shoulders, catch pits, culverts, retaining structures where needed, and clear outlets for stormwater. If water cannot move safely away from the road, it will remain on the surface, seep below the pavement, weaken the base and eventually create potholes, cracks, settlement and edge failure.
In other words, bad drainage can destroy good paving.
That lesson applies to major roads, city streets, business compounds, private driveways, yards, parking areas and construction sites. You can spend money on a beautiful concrete slab, asphalt surface or paved entrance, but if water is not properly managed, the investment is always at risk.
Flooding is not caused by rain alone
Heavy rain may trigger flooding, but it is not always the only cause. Flooding is often worsened by several avoidable problems working together.
Blocked drains. Poorly maintained gutters. Silt build-up. Garbage in water channels. Undersized culverts. Broken grates. Badly sloped paved areas. Construction debris entering drains. Buildings placed too close to natural water paths. Retaining walls built without proper outlets. Roof water discharged directly onto unstable ground.
When these problems combine, even a normal tropical downpour can become a serious flood event.
This is why stormwater management is more than building bigger drains. It requires planning, mapping, inspection, maintenance, public education and proper construction practices.
Why drainage mapping matters
One of the most important parts of stormwater management is knowing where the water goes. That may sound simple, but in an old and busy city like Castries, drainage networks can be complicated.
Water may begin on a hillside, enter a roadside drain, pass through a catch pit, cross below a road through a culvert, collect silt and garbage along the way, then discharge near a river, coastline or low-lying area. If one section is blocked or damaged, the problem may show up somewhere else.
A proper drainage map helps engineers, planners and maintenance teams understand:
- Where water enters the drainage system
- Which drains are connected
- Which areas flood first
- Where bottlenecks occur
- Which drains need regular desilting
- Where culverts may be undersized
- Which outlets are vulnerable to erosion or blockage
- Who should be responsible for maintenance
Without that kind of information, flood response becomes too reactive. People clean where they can see water standing, but they may not address the real cause upstream or downstream.
Maintenance is not a small matter
In the Caribbean, we sometimes treat maintenance as an afterthought. We build, open, celebrate, and then wait until something fails. But drainage systems cannot be treated that way.
A drain that is not maintained is not really a drain. It is only a concrete channel waiting to overflow.
Desilting, clearing, removing garbage, repairing broken sections, replacing damaged grates, cutting back overgrowth and checking outlets must be part of the life of the infrastructure. This is not cosmetic work. It protects roads, businesses, homes, schools, sidewalks and vehicles.
For contractors and property owners, the same rule applies. If a yard drain is blocked, a gutter is packed with leaves, or a downpipe is broken, the property is not storm-ready. The damage may not appear today, but the next heavy shower may reveal it.
The construction-material connection
Good drainage requires good design, but it also requires the right materials and proper workmanship.
Concrete drains must be properly formed and finished. Catch pits must be positioned where water naturally collects. Culverts must be correctly sized and installed with stable bedding. Grates must be strong enough for the expected traffic. Retaining walls must include proper drainage behind them. Backfill must be compacted. Outlets must be protected against erosion.

Lessons for homeowners
The Castries stormwater conversation should also speak to ordinary homeowners across Saint Lucia. Whether a person lives in Castries, Choiseul, Vieux Fort, Soufrière, Dennery, Gros Islet or Babonneau, the principle is the same: water must be guided safely away from the structure.
Homeowners should ask themselves a few simple questions before the next heavy rainfall:
- Are my gutters clean and firmly attached?
- Are my downpipes carrying water away from the house?
- Is water collecting around my foundation?
- Does my driveway slope toward the house or away from it?
- Are yard drains blocked with leaves, sand, mud or plastic?
- Is roof water falling onto an unstable bank or slope?
- Are retaining walls showing cracks, bulging or water stains?
- Are paved areas sending water into a neighbour’s property?
These questions matter because flood protection begins long before a national warning is issued. A clean gutter, an open drain, a properly sloped yard and a protected outlet can save a family from expensive repairs.
Lessons for contractors and worksites
Construction sites are especially vulnerable during heavy rainfall. Cement can be damaged. Tools can be ruined. Materials can be washed away. Trenches can collapse. Freshly prepared surfaces can be eroded. Machinery can be trapped or damaged in low-lying areas.
Contractors should treat drainage as part of site management. Before bad weather, they should check temporary drains, protect stockpiled materials, cover cement and electrical tools, secure loose items, keep water paths open, and move machines away from areas where water may settle.
For equipment-rental customers, planning is also important. A pump, excavator, compactor, loader or generator is most useful when the site is ready for it. Waiting until flooding has already occurred often makes the work more difficult, more expensive and less safe.
Castries is a warning and a lesson
Castries is Saint Lucia’s capital city. It carries government offices, businesses, schools, markets, transport routes, churches, homes, public services and daily movement. When Castries floods, the impact goes beyond water on the road. It affects productivity, traffic, commerce, health, safety and national confidence.
That is why the new focus on stormwater management is important. It reminds us that the solution is not only to repair after every flood. The solution is to understand the system, maintain it, upgrade weak points and build with water in mind.
For a small island like Saint Lucia, resilience cannot be a slogan. It must be seen in the drains, the roads, the culverts, the retaining walls, the gutters, the site plans, the maintenance schedules and the everyday decisions of property owners and contractors.
The bottom line
Castries cannot pave its way out of flooding because flooding is not only a road-surface problem. It is a water-management problem.
If water is ignored, it will damage the road. If drainage is neglected, it will punish the pavement. If maintenance is delayed, small blockages will become big failures. If construction does not respect natural water flow, the results will eventually show.
The lesson is clear: drainage must come first.
For homeowners, that means clearing gutters and drains before the rain. For contractors, it means planning water flow before pouring concrete or laying asphalt. For businesses, it means protecting compounds, parking areas and entrances. For public agencies, it means mapping, maintaining and upgrading the system before the next flood.
