As Saint Lucia celebrates National Day, we reflect on a year where a Saint Lucian company helped shape infrastructure across our island and the wider Caribbean—through hospitals, highways, schools, quarries and maritime logistics.
Project highlights as at December 2025.
St. Jude Hospital Reconstruction – Vieux Fort
The reconstruction of St. Jude Hospital remains one of the most critical national projects of this generation. Throughout 2025, Construction & Industrial Equipment Ltd. (CIE) continued as the civil works contractor under the Saudi Fund for Development programme, moving steadily from heavy construction into outfitting and commissioning.
When completed, the new facility will restore full hospital services to the south of the island, offering modern emergency care, surgical services, maternity wards, and expanded patient capacity. For residents of Vieux Fort and the wider south, St. Jude represents not only a medical upgrade, but a restoration of confidence and dignity in public healthcare.
La Resource Road – Vieux Fort
La Resource Road achieved a key paving milestone in 2025 with the placement of its final asphalt layer. The upgraded alignment improves safety, drainage, and traffic flow for residents, farmers and businesses in and around La Resource, easing daily commutes and access to services in Vieux Fort.
Norbert / Vieux Serieux Road Rehabilitation
Road rehabilitation works in Norbert and Vieux Serieux continued through 2025 with visible, phase-by-phase delivery. The project focused on drainage correction, base reinforcement and improved asphalt surfacing. Together, these elements extend the life of the roadway and provide safer access for motorists, school children and emergency vehicles.
Soufrière – Fond St. Jacques Road
The Soufrière–Fond St. Jacques corridor continued to benefit from targeted rehabilitation, pairing infrastructure upgrades with community employment. Alongside better surfaces and drainage, the project opened opportunities for local workers to gain valuable skills in road construction, maintenance and project support.
The result is not only a more reliable link to Fond St. Jacques, but a community that is more directly involved in the development of its own infrastructure.
Sybil Hill Road & the North Leeward Network
In St. Vincent & the Grenadines, CIE launched major reconstruction works at Sybil Hill in North Leeward. This project forms part of a broader rehabilitation effort aimed at strengthening the coastal and hillside road network, improving safety and connectivity for communities that rely heavily on this corridor for trade, schooling and daily life.
Richmond Quarry & Regional Supply
The commissioning and scale-up of Richmond Quarry further anchored Rayneau’s ability to supply high-quality aggregates to local and regional projects. With modern crushing and screening operations, the quarry supports road construction, commercial developments and public infrastructure, while creating employment and economic activity in North Leeward.
In tandem with Rayneau’s maritime fleet, Richmond Quarry has become a strategic hub in the Eastern Caribbean building materials chain.
Workforce & Mokesh – Powering Regional Logistics
A major driver of CIE’s regional efficiency in 2025 was the continued use of Rayneau’s maritime assets—the tug Workforce and barge Mokesh. Together, they played a critical role in transporting aggregates, heavy equipment and construction materials between Saint Lucia, St. Vincent & the Grenadines, Grenada and Montserrat.
By reducing dependence on third-party shipping and improving delivery timelines, the maritime fleet strengthened cost control, improved project scheduling and ensured reliable supply to island job sites. In many ways, Workforce and Mokesh became the silent engines powering Rayneau’s regional construction success in 2025.
St. David’s Catholic Secondary School
In Grenada, CIE was awarded the contract to construct the new St. David’s Catholic Secondary School. The multi-million-dollar project will deliver modern classrooms, specialist facilities and support spaces for students and teachers in the parish of St. David.
Beyond the physical structure, the project generates jobs, skills transfer and local procurement opportunities, strengthening the link between infrastructure investment and community development.
New National Hospital – Brades
CIE also secured the main construction contract for Montserrat’s new National Hospital in 2025. Designed to meet modern healthcare standards, the facility will significantly expand the island’s capacity to deliver diagnostics, inpatient care, emergency services and specialised treatment.
For Montserrat, the project represents a long-term investment in health security and resilience. For CIE, it reinforces the company’s role as a regional partner in complex hospital and social infrastructure delivery.
What Defined CIE in 2025
Across all these projects, three core principles shaped CIE’s work in 2025:
Consistency in execution – keeping projects moving through careful planning,
engineering discipline and on-the-ground coordination.
Accountability in public infrastructure – aligning with government and community
priorities, and delivering projects that directly support people’s daily lives.
Regional integration – using quarries, maritime assets and local partnerships
to connect islands, reduce bottlenecks and deliver value beyond borders.
From hospitals and schools to roads, quarries and maritime logistics, CIE continued its mission in 2025: to build sustainable, resilient infrastructure for the people of the Eastern Caribbean.
As 2026 approaches, CIE enters the new year with major projects advancing, new regional opportunities unfolding, and a continued commitment to building stronger, safer and more resilient island economies.
