CIE LTD ROAD REHABILITATION WORKS : SOUFRIERE TO FOND ST JACQUES

 is proud to partner with the Department of Infrastructure, Ports, and Transport on the much-anticipated road rehabilitation project from Soufriere to Fond St. Jacques. This initiative underscores our commitment to improving infrastructure while empowering the local community.

The project commenced on last Thursday, January 16, with daily work hours from 9:00 a.m. to 7:00 p.m. Spanning a duration of eight months, this timeline ensures a dedicated and efficient approach to achieving the project’s goals.

At CIE Ltd., we believe in building more than just roads—we build communities. That’s why the residents of Soufriere and its environs will play a vital role in this project as part of our labor force. This collaboration not only creates job opportunities but also serves as a masterclass in construction for the people of Soufriere.

Through this hands-on experience, our team will work closely with local workers, equipping them with valuable skills in road construction and infrastructure development.

The road works will span from Soufriere to Fond St. Jacques, with particular disruptions expected near the junction by Massy Stores, Soufriere, and The Still Restaurant, continuing to the Mocha Bridge. Safety remains a top priority, and appropriate signage will be installed to guide road users throughout the project.

We acknowledge that the rehabilitation process may cause some inconvenience, but the long-term benefits will be worth it. Here are a few tips to help:

  • Plan Your Route: Allow extra time for travel in the affected areas.
  • Follow Safety Guidelines: Obey all posted signs and directions from workers.
  • Be Patient: Understand that these disruptions are necessary for progress.

CIE Ltd has spearheaded the modernization and expansion of St. Jude Hospital, prioritizing healthcare needs and infrastructure that align with international standards. Under their management, the project has progressed significantly, with key components nearing completion.

One of the standout achievements is the construction of a neonatal unit—a game-changer for southern St. Lucia. This facility will eliminate the need for critical neonatal cases to be transferred to other hospitals, providing essential care locally. CIE Ltd’s commitment to quality ensures that this unit will be equipped with state-of-the-art technology and designed for optimal patient care.

In addition, the company has overseen the expansion of bed capacity and the development of cutting-edge surgical facilities. These include two general operating theaters and a dedicated maternity theater, positioning St. Jude Hospital as a regional leader in healthcare services.

Progress in Critical Facilities

CIE Ltd’s meticulous planning and execution are evident in the near-completion of the physiotherapy and dialysis wings—two critical facilities that will enhance the hospital's ability to serve patients with specialized needs. The contractor’s team has also made substantial strides in infrastructure improvements, including upgraded electrical systems, enhanced exterior works, and well-designed parking and roadways to support the hospital’s operations.

CIE Ltd has worked in close collaboration with Caribbean Consultancy Engineering Limited (CIE), the project manager, to ensure transparency and accountability. Together, they’ve maintained a sharp focus on meeting timelines and upholding the highest construction standards.

Phase one of the project, comprising four key buildings, is approximately 90% complete, with discussions underway for a partial handover. The second phase, recently awarded in October 2024, is progressing steadily, with CIE Ltd demonstrating the same dedication and expertise that has characterized its work so far.

TRANSFORMING THE LA RESOURSE ROAD : A TRIUMPH OF EFFICIENT CONSTRUCTIN AND COMMUNITY ENGAGEMENT

For far too long, the residents of the La Resource community had to endure the daily struggle of navigating a severely deteriorated roadway. The 2.2-kilometer stretch of La Resource Road, extending from the St Jude highway to the La Resourse bridge, had fallen into a state of complete disrepair, with potholes, patches, and an overall rough and hazardous surface that took a toll on both vehicles and the well-being of the community.

The poor condition of the road had been a persistent issue for years, with drivers facing the constant risk of damage to their vehicles and the increased likelihood of accidents. The situation had become so dire that it was described as "one of the worst roads you can think of," a sentiment that resonated with anyone who had the misfortune of traversing its crumbling surface.

Recognizing the urgent need for intervention, the authorities commissioned Construction and Industrial Equipment (CIE) Limited, a leading construction company, to design and estimate the cost of reconstructing this vital stretch of road. After years of deliberation and planning, the project finally received official approval, and the long-awaited transformation of La Resource Road began.

A Comprehensive Approach to Reconstruction

The reconstruction of La Resource Road was a complex and multifaceted undertaking, requiring a meticulous planning and execution strategy to ensure its successful completion. Milling and Stabilization

One of the key aspects of the La Resource Road reconstruction project was the decision to increase the width of the road from the original 5.4 meters to 6 meters. Additionally, the increased width of the road contributed to improved water runoff, helping to prevent erosion and extend the lifespan of the asphalt surface. One of the most remarkable aspects of the La Resource Road reconstruction project was the speed at which it was executed. The successful execution of the La Resource Road reconstruction project stood in stark contrast to the challenges faced by other major infrastructure initiatives in the region, such as the Reconstruction of the Millennium Highway and the Soufriere Road.

Mr Gajadhar highlighted the critical role that external consultants and supervisors can play in the success or failure of a construction project. He observed that in many cases, these consultants and managers often have a vested interest in prolonging the project timeline, as they are typically paid by the month rather than by the work completed.

This misalignment of incentives can lead to unnecessary delays, bureaucratic obstacles, and a general lack of urgency in project delivery. In contrast, Construction and Industrial Equipment Limited's vertically integrated approach and direct involvement in the management of the La Resource Road project allowed them to maintain a laser-like focus on efficiency and timely completion.

Engaging the Local Community

Beyond the technical aspects of the reconstruction, Construction and Industrial Equipment Limited also placed a strong emphasis on engaging with the local community throughout the project. Recognizing the importance of fostering a sense of ownership and investment among the residents, the company made a concerted effort to involve community members in the process.

By leaving the regulating layer in place for several months, the team was able to observe the road's behavior and make any necessary repairs or adjustments before the final stage of the project.

Mr Gajadhar explained that this phased approach is a hallmark of his company’s construction methodology, as it helps to ensure the longevity and reliability of the finished road. He noted that the likelihood of seeing significant failures in the final overlay is greatly reduced when this strategic quality control process is followed.
